Abstract: Foreign aid has played a significant role in the economic development of the Pacific Island Countries (PICs) since the 1970s. Tonga is a PIC where economic growth substantially depends on foreign aid and a number of projects funded by aid agencies have been developed over the past two decades. The research aims to assess and evaluate the effectiveness and efficiency of aid projects on the community level and how communities have benefited from such projects. The research is based on two case study aid projects; the Solid Waste Management (SWM) and the Special Management Area (SMA) located in two communities in the island of Vava’u, Tonga.
