Abstract: An online payment system is an integral part of e-commerce. The current online credit card payment system is not popular because of high cost and high risk for online transactions in Fiji and South Pacific Islands. The extended broadband and 3G Mobile Internet services in the region facilitates the e-commerce market. The virtual and digital products market is expending to meet the demands of the younger generation. The regional market demands a secure and low cost third-party payment system for online shopping and trading. BulaPay protocol is proposed and developed to provide a set of web service interfaces and simple HTML interfaces to integrate common ecommerce frameworks and shopping cart systems for online purchases in the South Pacific. BulaPay system has been tailored to meet the needs of the local community. It will benefit the consumers and local shop owners to carry out their daily business on Internet. BulaPay system provides a secure, flexible, reliable and efficient service to customers and vendors. Assessments of common third-party payment systems for online purchase had been carried out. The characteristics and the critical factors for success of an e-commerce payment system have been discussed. The system objects, classes, functional and non-functional requirements had been analyzed. The BulaPay payment system for platform and language independent integration with web service interfaces have also been discussed. The customer’s and vendor’s evaluation of BulaPay system showed that they were satisfied with the use of BulaPay. This thesis presents the design of BulaPay system. Evaluation result and feedback obtained from the customers and vendors are provided.
